It issocially irresponsible for persons to refuse testing.

With that irresponsibility there is likely a cognate irresponsibility which would have induced them to behave inundisciplined conduct which might well cause them to be infected.

And that same attitude would induce them to avoid testing which would lead to quarintine that woudl inhibit their freedom to behave badly.

Most people observe the precautions, but because of the infectious nature of the virus the others can cause harm well beyond their numbers.

It has been shown regularly that the government cannot rely on the public at large to conform voluntarily to public safety, and so it behoves the government to have measures in place toenforce conformity with safty, and to do it firmly.

Those who refuse testing should be quarintined until they accepte it.
